According to a press release, the Council of the Baptized, a lay group of Catholics in the Archdiocese of St. Paul and Minneapolis, citing many abuses of power by bishops in silencing people, calls the Church’s leadership to enter into dialogue with their people.

The time for change is opportune with the election of a new pope scheduled in March.  The Council is sending its Position Statement to the U.S. Cardinals who will be responsible for choosing the next pope.
