Hartford, Conn., barber reinstated by mayor

Earlier this week, a man known as "Joe the Barber" was told he could not give haircuts in exchange for hugs in a Connecticut park because of a lack of city permits.

Mayor Pedro Segarra has officially welcomed Anthony Cymerys back into the park to continue giving his services to the city's homeless for 25 years. When asked why he does what he does, Cymerys quotes Jesus: "Do unto others as you would have them do unto you."
